OpenStack carries uses periods of time called feature freeze in which no new features can be added to the software. This is done to encourage additional effort on bug-fixes documentation, and marketing, as well as spending time to review how OpenStack performs in the wild to fine tune the operation of the software. This helps improve the overall quality of the project, but can be challenging to coordinate at the community level.
